What is a self-propelled mobility device?

CONTRAN Resolution 996/2023 uses limits including a 1,000 W nominal motor, 32 km/h factory speed, 70 cm width and 130 cm wheelbase.

Appearance and marketing names do not define the category; original technical specifications do.

When is the vehicle a moped?

An electric moped can have up to 4 kW and a factory speed of up to 50 km/h. It is subject to registration, licensing and appropriate driver qualification.

This is why “electric motorbike” and “electric scooter” should not be treated as legal categories on their own.

Does a self-propelled device need a licence plate?

A device that meets all federal category limits does not require registration, licensing or a driving licence. Local road rules still apply.

What Itapema municipal law says

Municipal Law 4,874/2026 directs electric bicycles and self-propelled devices to cycleways, cycle lanes and cycle routes. Where none exists, it provides for the shoulder or right edge of the road in the direction of traffic.

Sidewalks and pedestrian crossings are for people on foot. Dismount before crossing them.

• parking in designated areas;
• respect signs and pedestrian priority.

Lower speed in the waterfront Linear Park

Mopeds are not allowed in the Linear Park. Electric and self-propelled devices are limited to 10 km/h, and the lowest signed limit always applies.
